Pomona raised me. I’m a proud product of Pomona Unified schools and the daughter of an immigrant family that taught me the value of hard work, perseverance, and community.

I’ve spent years organizing alongside youth and families to strengthen our neighborhoods and bring real investment to Pomona. From community programs to helping pass Measure Y, I’ve seen what happens when neighbors come together to demand better.

But for too long, Pomona has faced the same problems and the same leadership. I’m running for City Council to fight for the Pomona our community deserves.

A New Generation of Leadership for Pomona

Samantha Zavala-Angulo is a lifelong Pomona resident, youth advocate, and community organizer committed to building a city where everyone can thrive.

Samantha’s story is rooted in the resilience of working families. Raised by a single mother who worked hard to support her children, Samantha learned early about the values of hard work, sacrifice, and perseverance. Her family moved to Pomona when she was five years old, and the city quickly became a place where she found community in its parks, schools, and neighborhoods.

As the eldest daughter in her family, Samantha took on responsibility at a young age. As a high school student, she worked as a cashier and began serving the community of Pomona through programs at the Boys & Girls Club of Pomona Valley. Samantha has also organized alongside community groups like Just Us 4 Youth and Gente Organizada, advocating for investments that strengthen Pomona’s neighborhoods and create more opportunities for young people and families.

Samantha is a proud product of Pomona Unified School District schools. She graduated from the Fremont Academy of Engineering and Design before continuing her education at UC Berkeley and Mt. SAC. Along the way, she saw firsthand the barriers many students face — and the importance of community support in overcoming them.

Today, Samantha continues organizing with local groups and advocating for investments that strengthen Pomona. She most recently helped lead the campaign to pass Measure Y, securing millions of dollars for community programs and services that empower the lives of Pomona’s families and youth.

  • Too many Pomona families are being priced out of the city they helped build. Samantha believes Pomona should be a place where working families can afford to stay, raise their children, and build their future.

    On the City Council, Samantha will fight to expand affordable housing options, protect renters and longtime residents from displacement, and ensure new development benefits the people who already call Pomona home. She will push for housing policies that prioritize working families and make sure Pomona remains a community people can afford to live in.

  • Samantha knows firsthand how life-changing youth programs can be. Growing up in Pomona, opportunities like after-school programs and community mentorship helped her succeed and opened doors that once felt out of reach.

    That’s why Samantha believes every young person in Pomona deserves the same chance. On the City Council, she will fight to expand youth programs, recreation opportunities, and community services that give young people safe spaces to learn, grow, and thrive. Investing in youth and families strengthens neighborhoods, prevents crime, and builds a brighter future for our entire community.

  • Every resident deserves to feel safe in their neighborhood. Samantha believes public safety means more than responding to emergencies, it also means building strong, connected communities where people look out for one another.

    She will support investments in neighborhood safety, youth prevention programs, and community-based solutions that address the root causes of crime. Samantha’s goal is a Pomona where families feel safe walking in their neighborhoods and visiting parks, and local businesses.

  • Pomona residents deserve a City Hall that listens to the community and takes action to meaningfully deliver results. Samantha has spent years organizing with neighbors to demand better, and she will bring that same spirit of accountability to the City Council.

    She will push for transparency, responsible use of taxpayer dollars, and put residents first, not corporate special interests.
